For E-rate consultants
One license for every applicant you file for.
The Consultant license covers unlimited client applicants for 12 months. Your firm's name heads every evaluation memo and report, and you bill your clients for the work at your own prices. With FOUNDING40 it costs $2,340 until 30 Nov 2026: less than four Single applicant licenses.
- Unlimited client applicants (BENs)
- Your firm's name on the memo
- Bill your clients yourself
- Bids stay on your computer
- 14-day full refund

What the license covers
Built for the firm that files for many applicants.
Unlimited applicants
Every school district, library and consortium you file for, for 12 months. No per-client fee, and your firm's staff share one license key.
Your firm on the paperwork
Type your firm once: it heads the evaluation memo ("Prepared by your firm for the applicant"), the workbook summary, the retention checklist and the audit log. With a Consultant license the firm named at checkout fills in by itself.
Bill your clients
Charge your clients for bid evaluation as part of your services, at your own price. The license stays with your firm: you do not resell it or hand it to clients.
How a consultant uses it
One client, about ten minutes.
Type the client's Form 470
USAC's open data fills in the applicant, the BEN, the certification and RFP dates and the allowable contract date. A link like /app/?f470=270000955 opens the app with that Form 470 already loaded.
Drop the bids or type them
Bidtally checks the matrix (price weighted above every other factor), scores every bid and lists what a reviewer looks for: an early bid due date or contract, a selected bid that is not the highest scored, late or unexplained disqualifications.
Hand over the memo
Download the memo under your firm's name, the workbook, the FRN worksheet and the retention checklist. The applicant reviews, decides and signs: FCC rules keep the selection with the applicant.
Price
Less than four single licenses, for every client you have.

Questions consultants ask
Before you buy
May I charge my clients for evaluations made with Bidtally?
Yes. Bid evaluation support is part of your services and you set the price. The license itself stays with your firm.
Does each client need its own license?
No. The Consultant license covers any number of client applicants for 12 months. A client who wants to run Bidtally on its own computers buys its own license.
Can everyone in my firm use it?
Yes: the license is for your firm's personnel. Paste the key on each computer you use.
Whose name is on the memo?
Your firm heads the memo, the workbook summary and the retention checklist; the signature block reads "Prepared by" your firm and "Reviewed and approved" for the applicant. A short footer line names the tool, its version and the license reference, which reviewers expect on a working paper.
Do our clients' bids go to your server?
No. Bids, prices and student counts are read in your browser. The optional Form 470 lookup reads only USAC's public record of the number you type. Security note
What if it does not work for our clients?
Run the free sample and check a real client's bids free first: every problem and score shows on screen. If you buy and it does not work for you, ask within 14 days for a full refund.
